cant know for sure until you pop that swiss case open. Tower don't mean splush, unless your power button is damaged or disconnected from the prongs on the mb. in that case get a butter knife and ur still goood tooo goooo. U dont need the case at all. I do it all the time on a rubber mat in my lab. so i say yes, going by what we can see in the picture it could still work.
I am guessing it does not work because those bullet holes in the top right vicinity of the case (assuming this is ATX/BTX) are most likely where the CPU is. I am thinking of installing a turbo button on my server now. I gotta go rummage for parts I guess
